Conducted extensive interviews with the board and stakeholders of the Flinn Foundation (Phoenix), over a multiyear period, to assess prospects for re-aligning the Foundation’s investment program to support its programmatic efforts in bioscience development.

Benchmarked the interface between seven federal laboratories and their respective state-level initiatives in technology commercialization, as part of a broader project for the Ohio Aerospace Council, envisioning the sector’s future relationship with the NASA Glenn Center in Cleveland.

Benchmarked seven state bioscience strategies (and their relationship to the largest cities in each state) and nine “captive” university technology-commercialization funds, as part of a statewide strategy for biosciences developed for the State of Missouri and commissioned by the Danforth and Kauffman Foundations.

Conducted a program review for the Blandin Foundation of the SOTA TEC Fund, an entity intended to commercialize technologies developed at University of Minnesota for the benefit of Grand Rapids, Minn., and other regions of rural Minnesota.

Independent Reviewer for the Technology Transfer Incentive Program of NYSTAR (one year only; discontinued to avoid potential conflicts of interest once incubator association was started).

Benchmarked the then-nascent technology transfer office of the Cleveland Clinic Foundation against those of six universities with large medical schools and three peer-competitor hospitals. This project led directly to creation of what is now the CCF Innovations tech transfer unit.

Benchmarked regions competing with St. Louis in the life sciences, advanced manufacturing, and information technology, as part of a 5-year series of projects for the St. Louis Commerce and Growth Association (now the St. Louis Regional Chamber) and its spinoff, the Coalition for Plant and Life Sciences (now BioSTL).

Benchmarked 10 research and technology parks nationally, as part of a project to sketch a conceptual design for what became the DuPage Airport Business Center technology park.

Benchmarked more than two dozen university technology-transfer and commercialization functions as part of a comprehensive project to help The Ohio State University redesign its office.

Principal researcher and author of a “framework for a technology strategy” for the City of New York, performed through ITAC and funded by discretionary funds controlled by the Speaker of New York City Council.

Prepared case studies of environmental research conducted at the U.S. Environmental Protection Agency’s Office of Research and Development in Cincinnati. Also conducted early planning through Battelle for what became Central State University’s NET (National Environmental Technology) incubator, the first such program nationally at a Historically Black College or University (HBCU).

Project staff for the former Business, Labor and Community Coalition of New York City, developing a concept for a World Science Center™.

Provided management services simultaneously for two small commercial properties in New York City as part of family-business obligations.

Not a consulting engagement, but a volunteer effort conducted while also employed full-time. Co-chair and part-author of the 1995 Spruce Hill Community Renewal Plan, winner of the 1997 Pennsylvania Planning Association’s (PPA) top award for “comprehensive planning by a small community.” This plan was also described as  “visionary and emphatic” and a key influence on Judith Rodin’s West Philadelphia Initiative (see Pucket and Lloyd’s Becoming Penn, University of Pennsylvania Press, 2015.)
